NHC: Strictly restrict the import of medical devices

A few days ago, the Guangdong Provincial National Health Commission issued the "Announcement on the List of Imported medical device and medical consumables of Provincial Health Institutions in 2021", mainly to promote the management of the list of imported products purchased by the provincial health institutions, simplify procedures, and improve government procurement of imported products effectiveness.

The content pointed out that the list is based on the "Government Procurement Law of the People's Republic of China", "Guangdong Provincial Department of Finance forwarding the Ministry of Finance's Notice on Printing and Distributing the "Administrative Measures for Government Procurement Imported Products"" (Yue Cai Procurement [2008] No. 9) Notice of the Department of Finance on Regulating Issues Related to the Administration of Provincial Single-source Procurement Methods and Approval of Imported Products (Yue Cai Procurement [2020] No. 13), “Notice of the Department of Finance of Guangdong Province on Issues Concerning Optimizing the Administration of Government Procurement of Imported Products” (Guangdong Caixing [2021] No. 1) and other relevant requirements were formulated.

After the independent declaration by the provincial health institutions and the organization of experts for unified demonstration, a list of imported products from the provincial health institutions for 2021 has been formed. The list after expert evaluation is now publicized.

It should be pointed out that in the “List of Imported Products for Provincial Health Institutions in 2019” issued by the Guangdong Provincial Health Commission, a total of 132 types of medical devices and 73 types of reagents were included in the list of imported products.

However, after the latest "Imported Products List" was released this time, the number of imported medical equipments that can be purchased has plummeted, from 132 types to 46 types, such as the most-frequently-used foley catheter, laryngeal mask airway etc. This means that domestic medical equipment will be included in hospitals and the import substitution of domestic equipment will accelerate.
